NIH Notices: Updated Application Submission Policy | RPPR for All Type 5 Non-SNAP | HeLa Data Policy

Please take note of the following NIH Notices:
  • NIH and AHRQ Announce Updated Policy for Application Submission
    (NOT-OD-14-074) National Institutes of Health
Agency for Healthcare Research and Quality
Effective immediately, the NIH and AHRQ will accept a new (A0) application following an unsuccessful resubmission (A1) application. The subsequent new application need not demonstrate substantial changes in scientific direction compared to previously reviewed submissions, and must not contain an introduction to respond to the critiques from the previous review.

American Asthma Foundation: PHS FCOI Regulations apply

The American Asthma Foundation (AAF) was identified today as an organization having adopted the current PHS Financial Conflict of Interest (FCOI) Regulations. The Investigator Form, Sponsored Programs Procedure Guide (SPPG), and other related documents will be revised, re-posted, and announced shortly. In the meantime, for all AAF proposals and awards, please follow the established FCOI processes for PHS funding.

An Investigator Form, along with confirmed current disclosures for all Investigators, is required for all proposal submissions, including for the February 12, 2014, application deadline.

Delays in Grant Application Submissions Due to Weather Problems: NIH and NSF Guidance



We hope you are safe and warm during the current full MU-campus closure due to extensive winter storms.

The OSPA central email inbox (grantsdc@missouri.edu) has been and will continue to be monitored during the closure, and time-sensitive proposal submissions and other urgent needs are being addressed. For the duration of the closure, please direct inquiries there as needed. Otherwise, your Senior Grants and Contracts Administrator (SGCA) will be ready to assist with questions, concerns, and business as usual when campus operations resume.

As a reminder, NIH and NSF have previously issued guidance for such conditions (below). For other sponsors with submission deadlines during the closure, we advise similarly working with agency/organizational contacts to make them aware of the situation, if possible, and upon submission, including a cover letter noting the reason for the delay.

The NIH realizes that there may be problems for organizations in submitting grant applications due to the extensive winter storms.  The usual NIH practice for such circumstances will apply.  Electronic and paper applications submitted late because of weather problems must include a cover letter noting the reasons for the delay.  It is not necessary to get permission in advance for weather-related delays in grant application submissions.  The delay should not exceed the time period that an applicant organization/institution is closed.

New DHHS Salary Cap, Effective 1/1/14




The Executive Level II of the Federal Pay Scale, which sets the cap limit for salaries on DHHS awards, has increased from $179,700 to $181,500 effective January 1, 2014 (schedule 5 on page 6 of this link EO 13655 is screen shot below). For proposal budgets, please use this amount as applicable for periods after 1/1/14. For existing projects, beginning with pay periods starting on or after 1/1/14, this new cap will apply.

The DHHS Salary Cap section of the SPPG will be updated and reposted soon.

Responsible Conduct of Research update and more new Quick Links | OSPA SPPG



OSPA has significantly revised the Responsible and Ethical Conduct of Research Training section of the Sponsored Programs Procedure Guide (SPPG). Please review the full text and take note of the following:

·          The National Institute of Food and Agriculture (NIFA) has added training in RCR to its Research Terms and Conditions. As with National Science Foundation (NSF) awards, OSPA will monitor compliance with the training requirement and contact PIs and project personnel as needed.
·          NSF and National Institutes of Health (NIH) RCR requirements are unchanged; however, revisions in the SPPG intend to clarify the distinctions among the three agency policies. Note in particular that each agency’s policy defines differently which project personnel must complete training.
·          The CITI RCR Training page is also newly revised.

A couple of other notes:

·          More Quick Links! Similar to the new ePSRS Security Changes and New Sponsor Request Form pages introduced recently (see below), please use a new-and-improved request process for the following as well: Request Grants Module Access, PI Eligibility Access, and Adding Budget Categories/Keywords to PeopleSoft. “New ChartField Request” and “eRA Commons Registration” will be added soon.
·          Oops! The revised Investigator Form was not made fillable with the latest revision. It is fixed now. Thank you for accessing the newest version so promptly, and apologies for the inconvenience.
