Grant Connections | August 2016 Notes

MO Spinal Cord Injury/Disease Research Program not currently accepting applications

The Missouri Spinal Cord Injury/Disease Research Program (SCIDRP) is not currently accepting applications. The program awarded nine grants for a total of $1.5M in FY2016 and has selected nine grants for FY2017 funding totaling $1.4M. At a date to be determined, the SCIDRP will reopen application submission for projects beginning July 1, 2017, or later.

OSPA Updates: New NIH and NSF application guidelines for 1/25/16 due dates | New DHHS salary cap | Proposal submission deadlines policy | Grants training

REMINDER: For 1/25/16 due dates and after, revised SF424 Application Guides
Refer here for the prior notice with full details. Significant changes include updated application requirements and review language to enhance reproducibility of research findings through increased scientific rigor and transparency. Note that the new “Authentication of Key Biological and/or Chemical Resources” attachment is required only for applications that propose to use biological and/or chemical resources.

New DHHS Salary Cap, Effective 1/10/2016

Executive Level II of the Federal Pay Scale, which sets the cap limit for salaries on DHHS awards, has increased from $183,300 to $185,100 effective January 10, 2016. The Sponsored Programs Procedure Guide (SPPG) is updated here, including links to relevant NIH Notices and salary cap history (FY 1990 to present).

REMINDER: For 1/25/16 due dates and after, revised Proposal & Award Policies and Procedures Guide (NSF 16-1)
Refer here for the prior notice with full details. Significant changes include a new single-copy document required for each senior project personnel regarding collaborators and other affiliations and new submission instructions for biosketches and current and pending support.

NSF proposal deadlines extended to 1/26/16 | NSF closed today (1/25) due to inclement weather

All proposal deadlines from January 22 and January 25 are extended to January 26, 5:00PM submitter's local time, as a result of NSF closure.
  • As per NSF's guidance related to deadline submissions, failure to submit by 5:00PM (submitter's local time) will result in the proposal not being accepted. 
  • Please select the updated deadline date in the Deadline/Target Date dropdown in the Remainder of the Coversheet section of your proposal before submitting your proposal to NSF. 
  • NSF is closed on Monday, January 25, due to inclement weather. FastLane user support is unavailable. 
If you have not done so already, please alert your SGCA to any proposals (or awards) potentially affected by funding agency closures or closures or delays at collaborating institutions (i.e., anticipated subawards).

Proposal Submission Deadlines

The following notice was issued by Craig David, Director of the Office of Sponsored Programs Administration, on February 27, 2015.

The University of Missouri-Columbia (MU) implemented submission guidelines for sponsored project proposals to government agencies, foundations, and corporations in 2011. Under this policy, a complete and final proposal, accompanied by the necessary internal approvals, must be received by the Office of Sponsored Programs Administration (OSPA) at least five (5) business days prior to the sponsor’s due date and time. These requirements are intended to provide OSPA adequate time to review proposals so that any problem areas can be identified and corrected before submission.

The proposal submission deadlines are instrumental to the success of the University’s research enterprise for the following reasons:

Ensure successful on-time submission of accurate and responsive proposals. Adherence to these deadlines ensures that all proposals receive complete review. Such review includes consideration of project narratives for consistency with budgets, staffing, and scopes of work.

Maintain fairness among faculty. Adherence to the submission guidelines ensures that all faculty benefit from full pre-award support and all proposals receive proper review in the order received by OSPA.

Safeguard compliance. In this era of increased focus on regulatory compliance, it is essential that the University take adequate measures to address federal-wide and sponsor-specific submission requirements.

Upcoming NIH Submission Deadlines and eRA Downtime

A busy NIH deadline period approaches. Please be aware of the following: 


  • Adjustments to May 25-28 Grant Application Due Dates(NOT-OD-14-070) National Institutes of Health. 
    Reminder: Over Memorial Day weekend, all eRA services will be completely shut down (this means both Commons and ASSIST). 
    The systems will be brought down at 8:00pm on Friday, May 23 and are expected to be restored to service by Tuesday, May 27 at 6:00am.  This downtime is to complete the upgrade of all eRA systems so they are Unicode capable. 
    Applications are due to
    your OSPA Satellite Office five (5) full business days prior to the applicable due date and time.
  • Due Date: Thursday, June 5, 5:00 pm CT
    R01: NIH Research Project Grant Program (PA-13-302)
    U01: Research Project Cooperative Agreement
    Applications are due to your OSPA Satellite Office by 8:00am on Friday, May 30.  
  • Due date: Thursday, June 12, 5:00 pm CTK series: Career Development AwardsApplications are due to your OSPA Satellite Office by 8:00am on Friday, June 6.
  • Due Date: Monday, June 16, 5:00 pm CTR21: NIH Exploratory/Development Research Grant Program (PA-13-303)Applications are due to your OSPA Satellite Office by 8:00am on Tuesday, June 10.
