A revised version of the NSF Proposal & Award Policies & Procedures Guide (PAPPG), (NSF 16-1) has been issued. The new PAPPG will be effective for proposals submitted, or due, on or after January 25, 2016. Significant changes include:

While this version of the PAPPG becomes effective on January 25, 2016, in the interim, the guidelines contained in the current PAPPG (NSF 15-1) continue to apply. The current version of the PAPPG will remain on the NSF website with a notation to proposers that specifies when the new PAPPG (including a link to the new Guide) will become effective.
- Enforcement of 5 p.m. submitter’s local time across all NSF funding opportunities
- Implementation of NSF’s Public Access Policy
- NSF’s implementation of the US Government Policy for Institutional Oversight of Life Sciences on Dual Use Research of Concern
- Provision of Collaborators and Other Affiliations information as a new single-copy document, instead of as part of the Biographical Sketch
- Submission of Biographical Sketches and Current and Pending Support separately for each senior personnel
- Revision of timeframe for submission of final project reports, project outcomes reports and financial closure of awards to 120 days after the award end date

- NIH & AHRQ Announce Upcoming Changes to Policies, Instructions and Forms for 2016 Grant Applications

NIH will implement the policy and guidance changes in two phases: - Phase 1: Implements a subset of the policy changes using existing (FORMS-C) forms and updated instructions and will impact due dates on or after January 25, 2016.
- Phase 2: Completes the implementation with the introduction of new (FORMS-D) forms and instructions and will impact due dates on or after May 25, 2016.

NIH expects to have system support and guidance for the updates in place by the targeted effective dates listed in the Notice (12/1/15–3/25/16). New research training data tables are available for use with FY 2016 institutional training grant applications and research performance progress reports (RPPRs). Table formats, instructions, and a completed set of tables with sample data may be found on the NIH website at: http://grants.nih.gov/grants/funding/424/datatables.htm.

Applicants who want to communicate requests pertinent to the assignment and initial peer review of applications must use a new PHS Assignment Request Form beginning with applications for due dates on or after May 25, 2016.
