NIH
continues to operate under a Continuing Resolution as described in NOT-OD-13-002
until further notice. Until FY 2013
appropriations are enacted, NIH will issue non-competing research grant awards
at a level below that indicated on the most recent Notice of Award (generally
up to 90% of the previously committed level).
As a matter of procedure on the MU campus, Chair- and
Dean-level approvals are not required in order to accept new and continuation
funding reduced from expected levels due to the Continuing Resolution (see
below).

On October 11, 2012,
NIH issued notice NOT-OD-13-002 concerning the
impact of the current Continuing Resolution (H.
J. Resolution 117) on
FY 2013 funding. Until FY 2013
appropriations are enacted, NIH will issue non-competing research grant awards
at a level below that indicated on the most recent Notice of Award (generally
up to 90% of the previously committed level). Upward adjustments to awarded levels will be considered after FY 2013
appropriations are enacted; however, NIH expects institutions to monitor
expenditures carefully during this period.
By
a consensus of the MU Council of Research Administrators on November 7, 2012,
Chair- and Dean-level approvals are not required in order to accept new and
continuation funding reduced from expected levels due to the Continuing
Resolution. However, as with all awards where funding is reduced from the
amount proposed, the Council encourages PIs to be mindful of potential impacts
on the project’s scope of work and to engage your Chair and Dean as you deem
appropriate.
