As
a follow-up to Jennifer’s email below regarding the revised Grant Fact Sheet
and the new F&A rate for On Campus Research effective 7/1/2013:
Until
7/1/2013, the PeopleSoft F&A Pricing Setup tab will continue to default to
our current On Campus Research rate of 51.5%. However, budgets for proposals
with a start date of 7/1/2013 or later should apply the new On Campus Research
F&A rate (53.5%). This requires a manual change as follows:
PeopleSoft →Grants→ Proposal →Maintain Proposal→ Budgets
→F&A Pricing Setup
Note
that the Proposal Signature Routing Sheet (PSRS) will reflect a negative cost
share; for example:
The
“Total Institution Contributed F&A” is -$8,217.00 and is calculated as
follows:
Budget F&A Base * Budget
F&A Rate = Sponsor F&A
$410,870.00 * 53.5% = $219,815.00
$410,870.00 * 51.5% = $211,598.00
$219,815.00 - $211,598.00 = -$8,217.00
Double
check:
Total Budget - Total Sponsor Budget
= Total Institution Contributed F&A
$674,322.00 - $682,539.00 = -$8,217.00
Finally,
please review again the following guidance from A-21—also provided on the Grant
Fact Sheet—pertaining to applicable rates for the life of the sponsored
agreement:

F&A Rates
a. Please
review the updates to section for the Facilities and Administration Rates. The
new F&A
rate agreement has been posted. The effective period of the agreement
is 7/1/2012-6/30/2016 as identified in Section I: Indirect Cost Rates. The
agreement is a bit different from past rate agreements as there is a change
within the effective period of the rates.
b. Please
take note of the applicable rates for each of the 2 periods:

7/1/12-6/30/13
ii.
7/1/13-6/30/16
c. Please
read how the F&A rates are budgeted in proposals, per OMB Cost
principles.

d. Note
that the Cognizant Agency information has been updated to reflect the new
agreement period.
