A new version of the Grant Fact Sheet, dated 04/08/2016, is available on the OSPA website. Please access the current version here, which includes the following update:

Institutional Minimum Graduate Research and Teaching Assistant Stipends (p. 4)
The Office of Graduate Studies confirmed tentative AY 2016-2017 rates as final. Per Interim Chancellor Foley’s announcement in his State of the University of Missouri address in January, rates reflect a 25% increase in minimum stipend levels.

REMINDER: NIH and AHRQ Grant Application Changes: FORMS-C for due dates on or before May 24, 2016; FORMS-D for due dates on or after May 25, 2016 (NOT-OD-16-081)

Also, per NOT-OD-16-084, NIH has updated its application guide and supplemental instructions for use with grant application due dates on or after May 25, 2016.

Grant Fact Sheet updated 2/2/2016

A new version of the Grant Fact Sheet, dated 02/02/2016, is available on the OSPA website. Please access the current version here, noting the following changes:

System for Award Management (SAM) registration renewed (p. 1)

Travel and Meal Reimbursement Rates for CY 2016 (p. 3)

Institutional Minimum Graduate Research and Teaching Assistant Stipends (p. 4)
The Office of Graduate Studies released tentative rates as a follow-up to Interim Chancellor Foley’s announcement that minimum stipend levels will increase by 25% for the 2016-2017 academic year. Increases will start in July for those students employed over the summer. Additional funds will come from MU’s central budget; the Office of Graduate Studies and the MU Budget Office are determining costs per academic unit and how the funds will be distributed.

Actual stipend levels as well as tuition and medical insurance rates for the 2016-2017 academic year will be added as soon as they are available.

Important Update re: Changes in Student Health Insurance Subsidy for Graduate Teaching and Research

MU Grants Community,

Please see the update regarding graduate student health insurance subsidies on the Office of Graduate Studies website: http://gradstudies.missouri.edu/about/news-events/news-features/2015/response-to-graduate-student-demands-and-update-on-health-insurance/

Based on recent conversations with external experts and leadership, along with consultation with peer institutions, compliance experts and internal constituents, MU will defer implementation of its decision regarding graduate student health insurance. As a result, the university will pay for health insurance for eligible graduate students.

As such, the grants-specific FAQs issued on 8/19/15 are no longer applicable. Graduate student health insurance costs may be charged to a grant if allowable based on specific guidelines of the sponsor and applied according to federal cost principles.

Changes in Student Health Insurance Subsidy for Graduate Teaching and Research - Impact on Sponsored Project FAQs

Update: Based on the update issued by the Office of the Chancellor on 08/21/2015 the grants-specific FAQs issued on 08/19/15 are no longer applicable and have been removed from this post.

Greetings from OSPA! It is a busy time of year and – as we all well know – research doesn’t take a holiday. The following update covers several key developments and items of note. Should you have any questions, please contact your OSPA Pre-Award or Post-Award staff.

Sponsored Programs Procedure Guide (SPPG) and Forms

The OSPA website is updated with revisions to the SPPG and the OSPA Forms page. The image below describes revisions and additions in detail. Please note in particular that a new F&A Waiver form replaces the Request for University Contribution (RUC) form, effective immediately. RUC forms currently in process can proceed; we will not refuse the old forms but will ask that you use the new form for your next request.

OMB Uniform Guidance

On December 1, the UM System Controller’s Office and MU OSPA provided a campus training session on the new Office of Management and Budget (OMB) Uniform Guidance for Federal Awards that will become effective December 26, 2014. Presentation slides are available on the MU OSPA OMB Uniform Guidance page.

NSF Proposal & Award Policies & Procedures Guide (PAPPG) (NSF 15-1)

NSF has released its implementation of the OMB Uniform Guidance by way of a revised PAPPG (NSF 15-1), effective for (1) proposals with submission deadlines on or after December 26, 2014, and (2) awards issued on or after December 26, 2014. Until the effective date, the guidelines contained in the current PAPPG (NSF 14-1) continue to apply. A brief summary of the significant changes is included below for reference.
