OSPA Updates: Grant Fact Sheet updated 4/8/16 | NIH FORMS-C and D | Upcoming grants training

A new version of the Grant Fact Sheet, dated 04/08/2016, is available on the OSPA website. Please access the current version here, which includes the following update:

Institutional Minimum Graduate Research and Teaching Assistant Stipends (p. 4)
The Office of Graduate Studies confirmed tentative AY 2016-2017 rates as final. Per Interim Chancellor Foley’s announcement in his State of the University of Missouri address in January, rates reflect a 25% increase in minimum stipend levels.


National Institutes of Health

REMINDER: NIH and AHRQ Grant Application Changes: FORMS-C for due dates on or before May 24, 2016; FORMS-D for due dates on or after May 25, 2016 (NOT-OD-16-081)

Not sure how to tell the difference between FORMS-C and D? NIH offers a resource: Do I Have the Right Electronic Forms for My Application?

Also, per NOT-OD-16-084, NIH has updated its application guide and supplemental instructions for use with grant application due dates on or after May 25, 2016.

NIH Notices: For 1/25/16 due dates, revised SF424 Application Guides including new REQUIRED attachment | Revised FY16 Grants Policy Statement

Please take note of the following NIH announcements. Should you have questions about the applicability of this guidance to current or anticipated projects, please contact your OSPA Pre-Award or Post-Award staff.

Effective for proposal with due dates on or after January 25, 2016:
Revised SF424 (R&R) Application Guides and Supplemental Instructions (NOT-OD-16-029)

Rigor and Transparency*
Change: Updated application requirements and review language to enhance reproducibility of research findings through increased scientific rigor and transparency. These changes will take effect for most research grant applications (including small business and complex research grant applications), but will not impact institutional training and individual fellowship applications until a later date. Changes include:
  • Updates to application guide instructions for preparing your research strategy attachment 
  • Use of a new required attachment: "Authentication of Key Resources Plan” (uploaded in Other Attachments section of R&R Other Project Information form) 
  • Additional rigor and transparency questions reviewers will be asked to consider when reviewing applications

Sponsor Notices: NSF PAPPG (NSF 16-1) effective 1/25/16 | NIH Webinars; 2016 Policy, Instructions, and Form Changes

Please take note of the following federal agency announcements. Should you have questions about the applicability of this guidance to current or anticipated projects, please contact your OSPA Pre-Award or Post-Award staff.

National Science Foundation (NSF)

A revised version of the NSF Proposal & Award Policies & Procedures Guide (PAPPG), (NSF 16-1) has been issued. The new PAPPG will be effective for proposals submitted, or due, on or after January 25, 2016. Significant changes include:
  • Enforcement of 5 p.m. submitter’s local time across all NSF funding opportunities 
  • Implementation of NSF’s Public Access Policy 
  • NSF’s implementation of the US Government Policy for Institutional Oversight of Life Sciences on Dual Use Research of Concern 
  • Provision of Collaborators and Other Affiliations information as a new single-copy document, instead of as part of the Biographical Sketch 
  • Submission of Biographical Sketches and Current and Pending Support separately for each senior personnel 
  • Revision of timeframe for submission of final project reports, project outcomes reports and financial closure of awards to 120 days after the award end date 
Given the number of important revisions, the community is strongly encouraged to review the by-chapter summary of changes provided in the Introduction section of the PAPPG.

NIH and AHRQ Reminder: Biosketch Requirements for Due Dates on or After May 25, 2015

Important reminder to NIH and AHRQ applicants!

The new biosketch format is required for applications submitted to the National Institutes of Health (NIH) and the Agency for Health Research and Quality (AHRQ) for due dates on or after May 25, 2015. Biosketch format pages, instructions, samples and FAQs are available on the Biosketches section of the SF424 (R&R) Forms and Applications page. NIH encourages applicants to use SciENcv (the Science Experts Network Curriculum Vitae system) to generate their biosketches in the new format.

NIH Notices: Grants.gov Outage Feb 13-17 | Application Submission Reminders | FY 2015 Legislative Mandates

MU Grants Community,

Please take note of the following NIH and AHRQ Notices:

  • Adjustments to NIH and AHRQ Grant Application Due Dates Between February 13 and February 18, 2015, for Grants.gov Planned System Outage (NOT-OD-15-057)
Grants.gov will be unavailable from February 14, 2015 at 12:01 AM ET to Tuesday, February 17, 2015 at 6:00 AM ET. Due dates that fall on or between February 13 and February 18, 2015 will move to February 19, 2015.

  • Reminders Related to the NIH/AHRQ Policy for Application Submission (NOT-OD-15-059)
The basic requirements for allowable applications have not changed with the updated NIH/AHRQ policy on application submission (see NOT-OD-14-074 and NOT-OD-14-082). Investigators now may submit a New Application, following an unsuccessful application, without concern for scientific overlap with previously reviewed applications.

  • Notice of Legislative Mandates in Effect for FY 2015 (NOT-OD-15-054)

NIH Notices: Updated Application Submission Policy | RPPR for All Type 5 Non-SNAP | HeLa Data Policy

Please take note of the following NIH Notices:
  • NIH and AHRQ Announce Updated Policy for Application Submission
    (NOT-OD-14-074) National Institutes of Health
Agency for Healthcare Research and Quality
Effective immediately, the NIH and AHRQ will accept a new (A0) application following an unsuccessful resubmission (A1) application. The subsequent new application need not demonstrate substantial changes in scientific direction compared to previously reviewed submissions, and must not contain an introduction to respond to the critiques from the previous review.
  • NIH Will Open the Research Performance Progress Report (RPPR) for All Type 5 Non-SNAP Progress Reports on April 25, 2014
