Revised NSF Proposal & Award Policies & Procedures Guide (NSF 14-1) Released



The National Science Foundation (NSF) has issued a new version of the Proposal & Award Policies & Procedures Guide (PAPPG), (NSF 14-1). The PAPPG consists of the (1) Grant Proposal Guide (GPG) for guidance on the preparation and submission of proposals to NSF and (2) Award & Administration Guide (AAG) to guide, manage, and monitor the award and administration of grants and cooperative agreements made by NSF. Summaries of the significant changes are attached for reference.

This new version of the PAPPG will be effective for proposals submitted, or due, on or after February 24, 2014. In the interim, the guidelines contained in the current PAPPG (NSF 13-1) continue to apply. 

OSPA is in the process of evaluating these updates. Any affected campus procedures will be revised, with a separate announcement outlining the changes to follow. As a follow-up to the note below, OSPA submitted an institutional response to NSF on Friday regarding the anticipated new PAPPG. Upon careful review with a number of campus offices, we found that most revisions will be helpful clarifications, specifically related to proposal preparation and submission and updates on reporting requirements and financial payments. We took special note of the proposed new requirements for environmental compliance and will watch for how those are ultimately implemented.

NSF intends to release the new PAPPG in October 2013, with an anticipated effective date of January 2014. OSPA will send notice to the Grants Community of that release and any additional information we receive between now and then.

This new version of the PAPPG will be effective for proposals submitted or due on or after January 14, 2013. with an anticipated effective date of January 2014. NSF invites the research and education community to access and review a draft version of the PAPPG.  The proposed significant changes are summarized on the first 5 pages of the document and then highlighted in yellow throughout the document. Comments may be submitted as indicated in the Federal Register notice until COB June 28, 2013. If you’re a heavy NSF awardee, I encourage you to review the upcoming changes and submit comments. If you’d like to forward your concerns to us in lieu of replying to the federal notice, please email them to the tigerteam@missouri.edu inbox.

Grant Connections - October 2013

The Federal government shutdown is significantly impacting the entire grants community right now. For our next Grant Connections gathering, we’ll be discussing the issues associated with the shutdown as well as continuing our discussion of electronic approvals of PSRSs. We’ll continue with a discussion format rather than formal presentations. Please join us to get your questions answered and to share your experiences. Besides sharing ideas and promoting consistency in applying policies and procedures, this will be an excellent opportunity to network with others in the grants community. It’s so much easier to communicate with someone once you’ve met them face-to-face.
